I cant occupy a town! Empty I cant occupy a town!

i can't occupy a town i tried to do it several times but i still failed?what is the cause why i cant occupy a town?

i heard that town occupation is not yet implemented? you only pay double the upkeep for it...

yup i just read last night about the problem i thought they were going to fix this at 2.0 version. now its not implimented. =(
