rather than attacking those cities why dont you just occupy them. not only could you get more supplies but you could also show them the power of your army.

Can I suggest an in game announcement saying we are going on a war footing and what the recruitment requirement is?

going to war needs careful planing and a lot of intel. if war is going to be started in iota i think the defences will hold. Bbut measuring the attack power of our units only 4-5 guys will be able to attack another alliance. most of our guys will be on defense mode.
